We are planning to buy Xceed product to decompress the data which is broadcast-ed on a port. This data is compressed using Xceed zip.
Could you please help us to buy suitable product for decompression?
Also please let us know how can we use it in java..

If it was compressed using zip for .net then you need to use zip for .net to decompress.
Xceed zip for .net supports compressing or decompressing any .NET stream:
If it was compressed using Xceed Zip Compression Library, a COM component, then you need to use Xceed Zip Compression Library to decompress.
As for using it with Java, we do not have direct knowledge of Java or the Java Native Interface and how it works. We can only support the component itself, not the languages that try to use it.

It appears other developers have tried to make COM components like our Zip Compression Library accessible to Java.
We don’t know if this helps but the component has an alternative interface called the DLL API for languages that do not have built-in support for ActiveX controls.
It might be easier for you to use the component with JNI via this interface.

What are the licencing options for distributing xceedzip.dll along with or software ?
We are using only the UNcompress method to get the data.

I am not sure what you mean by “licensing options”, but you should only need to include the Xceed redistributable files your project requires in your deployment package, and make sure to set a registered license key in your code to properly unlock the Xceed DLLs.
